To get the SVU-MK S-3, you will need to enter 240983 to open the Lisovyi Door inside a building located in the western most part of the Yaniv Region. You will get the SVU-MK S-3 inside, alongside RPM-74, Zubr-19, M860 Cracker, and loot containing various ammo.

Lisovyi has a marker on your PDA Map once you have discovered the Yaniv Region.
