Obtain During the Uninvited Guests Side Quest

The Decider is obtained during the Uninvited Guests Side Mission which you can trigger by talking to Mytryk Genius in the Concrete Forest of the Cement Factory region. At the end of the quest, you have the option to either give Mytryk the gun or keep it. In order to use the gun in your save, you'll need to choose to keep it (at the expense of Mytryk getting mad at you).

Note: You'll have quite the fight on your hands once you do reach the location of the Decider since it'll be guarded by 2 Burers.
