Talk to Yaryk Mongoose on the second floor of the building to start get this mission. You can find him easily if you follow the Blue Flag on the map once you're in the Central Elevator POI.

Activate the Device
Head to the Top Floor
To begin, leave the room where Yaryk is and head upstairs until you reach the top floor. Prepare to take out several rodents as they will come running down at you.
Use the Ladder to Go Down
Once at the top, pass through the room until you get to the next one. Walk outside the room and look for a ladder on the side. Use it to go down and get to the guardrail platform.
Make Your Way to the Device
Once you're at the guardrail platform, jump over the gaps and make your way to the device. Use your bolts to disable the Electro Anomalies temporarily to avoid getting damaged.
Activate the device once you're there and return to Yaryk.
(Optional) Take Out the Bloodsuckers
Bloodsuckers will spawn once you activate the device. You can fight them or make a run for it and focus on getting back to Yaryk.

Return to Yaryk and decide whether to kill him or listen to him. You can get Coupons and a Malachite Pass for listening to him. You can still get a Malachite Pass if you kill him, but you won't be able to get the Coupons.
Let Yaryk Explain
You can listen to Yaryk and let him explain about the appearance of the Bloodsuckers. He will then give you Coupons and a Malachite Pass for fulfilling his request.
Kill Yaryk
Since Yaryk didn't tell you beforehand about the mutants getting drawn by the device, you can decide to kill him to make him pay. You can loot his body after and take the Malachite Pass.
