Warning: major story related spoilers lie ahead.

How to Get the EM-1

Kill Scar During Let No One Leave Unsatisfied or The Last Step

Scar Boss Fight

The EM-1 can be obtained as a drop from Scar when you kill him in either the Let No One Leave Unsatisfied or The Last Step final main missions. Note that these missions and this boss fight are only accessible if you're gunning for the Strelok, Kaimanov, or Ward endings. The Spark route will not have this boss fight.

However, do note that the EM-1 cannot be used in a regular playthrough since it can only be obtained after you pass the point of no return in Down Below. At most, it can be used during the fight against Granite Squad since it is the only remaining fight before you trigger one of STALKER 2's endings.
