After leaving X17 during the Visions of Truth mission, proceed to the Red Forest region and follow your waypoint until you reach the Hunters' Camp.
As soon as you arrive, Arkhyp Lichen and Hornet will be looking at a dead body outside. Speak to them and tell them you're looking for the Doctor. When they ask why, tell them you're also looking for Strelok. Exhaust the remaining dialogue options and then finally ask them how to find the Doctor.
Follow your waypoint directing you to go west of the Hunters' Camp. Kill the Bayuns lurking in the area and then get the Gray's PDA from the backpack on the ground.
The waypoint will be marked at an anomaly field called Symbiont. Bring out your Detector and deactivate the gravitational anomalies using your Bolts to get to Tundra's dead body at the middle of the anomaly field and loot his PDA.
Additionally, you can pick up a Magic Cube artifact in the anomaly field.
Go to Yaniv (marked on your map). Once you arrive, take out the mutant dogs wandering around the area and then proceed to the house at the middle of the neighborhood. You will then discover that the mercenaries are already dead.

The doors of the house will be locked, so you'll have to use the window at the back to get inside. Talk to an injured mercenary named Jarl and ask him where the Doctor is headed to.
At the end of the conversation, you can choose to give him a Medkit or not. Your choice won't really have any consequence, other than losing a Medkit if you decide to give him one.
Head on over to the quest objective marker while avoiding several anomalies on the way. As soon as you approach, you will hear Wolfhound via radio seemingly hunting down someone. One of his henchmen will also eventually spot you.
Kill Wolfhound and his crew at the graveyard. Wolfhound will be marked with a skull icon on your compass. After killing him, loot the PDA from his body.
Follow the coordinates. It should lead you to a house surrounded by what seems like a gravitational anomaly. Go through it - don't worry, you won't be killed by it! At the other side, you'll find a house and the Doctor will then greet you.
Speak to the Doctor and exhaust all dialogue options with him. This will then end the mission and the An Act of Mercy mission will begin.
