On Top of a Bus Southwest of the Chopper Field, Yantar

You can find a free Saiga D-12 on top of a ruined structure among the pile of buses southwest of the Chopper Field in the Yanrar region.
Run and Jump on the Bus to Reach the Saiga D-12
Perform a run and jump on the bus in the middle of the puddle and jump on the other bus on the right side that contains an electro anomaly. Pick up the Saiga D-12 near the railing above the electro anomaly.
Obtained from Nimble During In Search of a Guide
Nimble will drop the Saiga D-12 he is using regardless if you spare or kill him during the In Search of a Guide main mission.
There doesn't seem to be any major effect in sparing or killing Nimble, so you are free to decide his fate if you're only after the Saiga D-12.
Buy from Wreck at Yaniv Station
The Saiga D-12 can be bought from Wreck at the Yaniv Station base in the Yaniv region. Yaniv is found north of the Red Forest region, which is far northwest past Rostok.
Buy from Bison in Prypiat
The Saiga D-12 can be bought from the Trader Bison at the Enerhetyk Palace of Culture in Prypiat. Prypiat is located to the north of Jupiter and becomes accessible at the end of the main mission The Boundary.

Upgrade at Harpy in Yaniv Station
The Saiga D-12 can be upgraded at the Technician Harpy in Yaniv Station. Harpy's room is just right beside your bed and stash and is also near the trader Wreck's room.
