You only get Invisible Nets if you ask Gaffer and Richter about Solder. If you go to Zotov agad and skip Gaffer and Richter, you will be locked out of this side mission.

The antenna tower can be found in the northern part of town behind a large building. Get to the back of the build and make your ascent to the tower.
The ARMS antenna can be found less than 500 meters south east of Zalissya. The ARMS antenna will be on top of a roof of a rundown shed. Use the minivan to climb up and power it.
