Find Star's men
Head west from the Detention Center to the Factory. There will be Ward soldiers patrolling the area, go in prepared for the fight. Your objective is to get to the basement. However before you do, it is recommended to explore the upper areas of the factory first.
Help the prisoner
Inside the Factory on the upper floors, you'll find a locked door. Use your knife to break the lock and inside the locked room is a Spark prisoner named Serpentine.
Find Star's men (continued)
Go down to the basement and you'll find that all of Star's men are already dead. A mysterious voice calls you to reach the top floor to escape. Follow the voice until it is revealed that it is Scar, the leader of Clear Sky and the protagonist of the previous game of the same name. He will urge you to escape with him through the sewers.
Once out of the Factory, report back to the Detention Center to conclude the quest.
