A Fora-221 can be seen inside an anomaly cave near The Claw location in the Zaton region. Enter the cave then use bolts on the way to eliminate anomalies and you should see the weapon near a bag on the ground.

Drops from Human Enemies

Get Fora-221 from Ward Soldiers

The Fora-221 can drop from Ward Soldiers and other better-armed enemies upon their death. Note that a dropped Fora-221 will usually have medium to low durability (making it prone to jamming if you plan to use them as is).

Ward Soldiers can be encountered as part of the mission Answers Come at a Price at the Laboratory northwest of the Detention Center.
