Waste Processing Station, Wild Islands
Jumper can be found in a building in the southwestern most part of the Waste Processing Station, which is in the northern part of the Wild Islands Region.
Jumper is the quest giver for the Shift Change side mission. Shift Change is tied to the Hot on the Trail main mission, but you can activate the side mission without doing the main mission.
