Here is a list of Technicians found in the Zone as well as the bases and factions they belong to. Most technicians can be found and talked to as soon as you enter a base, granted that you are not at war with that faction.
Technicians, introduced in Clear Sky and Call of Prypiat, are NPCs that allow you to repair and upgrade armor and weapons. Weapons and armor cannot be upgraded nor repaired on your own in the overworld, but for a price, technicians will give you a bang for your buck.
Your gun's efficiency in combat is directly tied to its condition. If your gun is worn-out from overuse in combat, it is more likely to jam or even break. Take your weapons to a technician to bring it back to fighting shape.
