Weapons and Armor traders are the best traders to sell artifacts to. They will offer to buy them at a price of 34.5% of their inventory value. Other specific traders, such as Bartenders or Ragman, will only buy your artifacts for less at 23%.
The selling price of an artifact is based on its Radiation or Radiation Protection stat instead of other stat benefits.

Based on in-game data, the best difficulties for selling artifacts are Rookie and Stalker difficulties. The difficulty Veteran imposes a harsher -50% selling price compared to easier difficulties, forcing the player to be more frugal in their playthrough.
Feel free to adjust the difficulty at any time if you feel the need to get more out of your selling price. Otherwise, you will have to work harder in artifact farming at Veteran difficulty.
