You can find a free Gauss Gun inside the Prometheus Movie Theater in Prypiat. This point of interest is accessible during The Road to the Foundation main mission.
Head to the second floor of the movie theater and drop down on the hole. Pick up the Gauss Gun on the brown table and flee to the barricaded door on the left before the Pseudogiant comes out.
There is a way to get the Gauss Gun early before reaching The Road to the Foundation main mission. Make sure to quicksave before trying this method as you may run out of grenades.
Equip a grenade and aim it at the bottom of the locked double doors. Press the LT Button or Right-Click Mouse Button to chuck the grenade forward.
If done correctly, the grenade will clip through the door, blowing up the barricade from the other side. Open the double doors and pick up the Gauss Gun on the brown table.

During the In the Name of Science side mission, you'll be given the option to either disable or recalibrate a jamming device. Choose to disable the jamming device to extend the quest. Once you finish the extended version of the mission, Dvupalov will reward you with a slightly worn (50% durability) Gauss Gun.
In the Name of Science Walkthrough

The Gauss Gun will become a possible drop when fighting Monolith Soldiers once you progress further into the main story. A few are guaranteed to drop once you fend off the Monolith attack in Yaniv Station during the main mission, The Boundary.

You can purchase Gauss Gun ammo, or Gauss Cartridge, from Bison in the Enerhetyk Palace of Culture, Prypiat. The availability of the Gauss ammo might also be tied to progression, after which the ammo will be purchasable from other traders as well.
