Carian Slicer can be bought from Sorceress Sellen for 1500 Runes. She can be found in the Waypoint Ruins Cellar, underneath the Waypoint Ruins. You will have to fight Mad Pumpkin Head first before you can reach her, and then give her the Royal House Scroll to buy the spells.
