Collapsing Stars is a spell where the caster shoots out multiple projectiles that track enemies and can travel very fast. Any enemies hit by the spell will get pulled towards you.
You can also charge the spell, and this will let you increase its damage but requires more time to cast because of it. Consider using Spirit Ashes to avoid getting interrupted while casting the spell.

The War-Dead Catacombs is located at the Wailing Dunes of the Caelid region. You will need to defeat Star Scourge Radahn to have access to this area.
The chest containing the Collapsing Stars spell is located below the first area where enemies are fighting each other. Take advantage of this situation to run to the pool of scarlet rot straight to the chest containing this spell.
How to Beat Star Scourge Radahn
Collapsing Stars is best used against fast-moving enemies due to the projectile speed. You'll also be able to pull them closer to you, giving you a chance to hit them with your melee attacks.
