Waypoint Ruins is just east of Agheel Lake, and sits up on a hill overlooking the road. The entrance to the cellar can be found in the middle of the ruins.

Defeat Mad Pumpkin Head

When Pumpkin Head swings down, dodge diagonally forward, so you end up behind it. You'll be able to roll under its flail this way. Then hit it once or twice, and continue circling around. Repeat this process until Pumpkin Head is dead.

After defeating Mad Pumpkin Head, you'll gain access to another room where you can find Sorceress Sellen, who will sell you Sorcery spells and will also start her questline.
