The Infinite Rocket Launcher is available in New Game Plus from the start of the game. The Merchant is found as early as Chapter 1 in New Game Plus, so you can buy it right away if you have the funds.
All Merchant Locations and Items Sold
New Game Plus is available on any file which has completed the game. Just Load the existing file and choose your difficulty and you'll continue a new game with most of what you had at the end of the previous playthrough carried over.
New Game Plus: What Carries Over
The Infinite Rocket Launcher is extremely expensive, but purchasing the Leon w/ Rocket Launcher charm brings the price down to 1,600,000 Pesetas. This will save you a total of 400,000 Pesetas, so try to get the Leon w/ Rocket Launcher charm from the Charm Gacha before you try purchasing the Infinite Rocket Launcher.
Can You Reroll the Charm Gacha?
Rocket Launcher with Infinite Ammo will make most enemies and bosses explode to oblivion. Getting it on your second playthrough will help you clear the game quickly, regardless of the difficulty. You can even get S Rank on each playthrough using this weapon!
