The Pinstripe costume has no perk, but Leon has a unique animation when reloading the Chicago Sweeper while wearing the Pinstripe costume. This unique animation offers no advantages though and is merely a fun presentation made by the fashion-forward protagonist.
While this unique animation has no advantages, it could actually prove to be a disadvantage in battle, as enemies can attack you while you're in the middle of the animation.
The Pinstripe Costume is a reward for beating the game the first time. After doing so, you need to spend Challenge Points at the Extra Content Shop to buy and use it.
You can only equip the Pinstripe costume from the Extras tab on the Main Menu, before loading into your playthrough. If you're in-game, simply exit your save file to go to Extras in the Main Menu. Equip the costume then load back into your save file to check out your new outfit!
