Kood, Captain of the Fire Knights, can be found guarding the door to Messmer the Impaler's dark chambers at the top of Shadow Keep.

You can reach this area from the Storehouse, Seventh Floor Site of Grace, and then use the platform in the middle only after activating the lever.
