Climbing the tower and defeating all the frenzied enemies at the top will permanently stop their madness-inducing spell, making it safe to walk around the areas close to it.

The Howl of Shabriri is in a chest on the second to the last floor of the Frenzy-Flaming Tower. This incantation causes madness buildup in foes nearby.
