Rarity distribution on Celestial Guardians are not the same from Shining Revelry, even if they share the rarity types. I run a simulator and rare cards should at least be half the probability because they are too many, so they keep been selected all the time...
offering rates states "It's possible for the order of the cards in the results to differ from the order that the cards were actually selected in." IE step one you select a pack it's determined then and there if it's rare or regular carousel. And the cards within, then you select from the carousel, the reveal order may be different.
I think its time to update the drop rates because i got a crown as third, in pic last two packs opened from down up. if you count from down up (most recent) i got the charizard as third from the first pack today.
