Wigglytuff ex has a relatively high Attack Cost, so it is safer to set it up in the Bench. Koffing and Weezing are good walls to put in the Active Spot since they have decent bulk and efficient Attack Costs. Weezing can also inflict Poison on your opponent.

Inflicting Sleep on your opponent can prevent them from attacking and retreating. You can inflict the status effect with Jigglypuff's and Wigglytuff ex's attacks.

Trainer Cards such as Pokemon Center Lady and Lum Berry can cure the Sleep that Wigglytuff ex inflicts. You may also cure Sleep by Benching your Pokemon or evolving it.

You can counter Wigglytuff ex decks by knocking your opponent's Pokemon out before they can enact their strategy. This can be done with decks that can set up quickly and immediately attack.

Since Wigglytuff ex takes time to set up, you can take advantage of this by knocking out its pre-evolution. Sabrina and Cyrus can draw them out to the Active Spot. You can also use cards that can damage Benched Pokemon such as Genetic Apex Hitmonlee.
