Starmie ex and Articuno ex is the best user of Misty, as Misty allows it to be explosive, but also Energy-efficient. Articuno ex using Blizzard turns earlier than it normally would often makes for board states that are difficult to compete with.
Meanwhile, Starmie ex needs only two Energy to start attacking. Which means, Misty only needs one heads flip and a turn attachment for Starmie ex to be fully ready for battle.

Even one Misty heads flip can put you ahead of your opponent in terms of Energy attachments and tempo.
Misty, while dependent on flips, makes Water decks viable, and is an auto-include for any deck that runs Water Pokemon
