There are two Pokemon that roam around the Sinnoh region. You can find these two anywhere in Sinnoh (check your Poketch Marking Map app) and will attempt to flee after engaging in battle. Because they try to flee, it is better to use the Master Ball on these two more than any other Pokemon in the game.

Cresselia

Cresselia
You will first encounter Cresselia in the forest at Fullmoon Island. After interacting with Cresselia, she will leave behind the Lunar Wing. Afterwards, she will fly off to a different location in Sinnoh. You will have to check your Poketch's Marking Map App to find her exact location.

Mesprit

Mesprit Lake Verity

You will find Mesprit in Lake Verity. Similar to Cresselia, it will flee after you interact with it. The methods for finding Mesprit are the same as Cresselia's, wherein you have to use the Poketch Marking Map app to track its location.
