You can access the south section of Route 204, as well as the Ravaged Path, after first visiting Jubilife City. However, you need the Rock Smash Hidden Move to pass through the Ravaged Path and gain access to the north section of the route.
Head to Oreburgh City from Route 203 instead and beat the Oreburgh Gym first to be able to gain use of the Rock Smash Hidden Move.

Budew is one of the earliest Grass-type Pokemon you can catch in the game, and is good addition to your team if you didn't pick Turtwig.
Adding a Grass-type to your team is very useful when you reach Pastoria City since the 4th Gym uses Water-type Pokemon!
Budew will only evolve into Roselia during the day and if it has high friendship. Battling and keeping it in your party naturally increases its friendship, and you can further boost it by giving it a massage in Veilstone City.
It's also important to avoid letting Budew faint in battle since this reduces friendship.
You will not be able to go further in Route 214 if you haven't beaten Roark's Gym in Oreburgh City as fallen rocks block the path when you enter Ravaged Path. You need to first beat Roark and get access to use Rock Smash in the overworld to go beyond this path and continue forward to Floaroma Town.

Psyduck is also able to be found in the cave but it's a rare encounter.
