I found Carnivine by battling Ace Trainer Omar on Victory Road, before obtaining National PokeDex and before battling Elite Four.

I found it in The Great Marsh before beating the Elite Four

I found carnivine in the Great Marsh several times before getting national dex? progressed through the game kinda slow but in the first area you can find it no problem, just uncommon ¯\_(ツ)_/¯

You can catch carnivine in the “rocky caves” in the grand underground BEFORE you get the national dex. If you already have the national dex you have to go to the great marsh to catch this. I wish I could supply proof but unfortunately I encountered it without knowing it would only be a marsh pokemon after beating the elite 4.
