Tyrogue's evolution is unique in that its evolution will depend on its Attack and Defense stats.

Tyrouge will evolve into Hitmonchan at level 20 if its Defense stat is higher than its Attack stat.
If you have a Tyrogue with a low Defense stat and want to evolve it into Hitmonchan, raise its Defense EV by letting hold a Power Belt while battling, feeding it the Iron Vitamin, or by defeating wild Pokemon that raise Defense EVs like Silcoon.
