Tyrouge will evolve into Hitmonchan at level 20 if its Defense stat is higher than its Attack stat.

If you have a Tyrogue with a low Defense stat and want to evolve it into Hitmonchan, raise its Defense EV by letting hold a Power Belt while battling, feeding it the Iron Vitamin, or by defeating wild Pokemon that raise Defense EVs like Silcoon.
