You can get TM96 Strength from an old woman at the top floor of the Lost Tower. Don't forget to get this move as it is very important in order for you to progress through the story.
Happiny | Level Up at Day while holding Oval Stone | Chansey |
---|
If you were able to hatch the Happiny Egg obtained from the Hiker in Hearthome City, you can use the Oval Stone from the Lost Tower to evolve it into Chansey.
Let Happiny hold the Oval Stone and raise its level during daytime for it to evolve into Chansey.
If you want to have less wild encounters while walking in tall grass, let your lead Pokemon hold Cleanse Tag which you can obtain at the top floor of the Lost Tower.

I think the Oval stone evolves Happiny in to Chansey, not C to Blissey. I caught C lv.16 on 209, have been using it to catch Unknown. She's up to 25 now, and I've held back from evolving to Blissey atleast 3x until I'm done with the ruins. Happiny won't evolve without the stone. I could be wrong, though.
