On first visit to Sandgem Town, Route 219 may seem like it cuts off at the beach, but you'll be able to traverse the water later on after getting the Surf Hidden Move.

Steps to proceed through Sandgem Town | |

1 | The Professor's assistant is waiting for you at the entrance. Talk to him/her and he/she will escort you to the research lab. |
2 | Receive the Pokedex from Professor Rowan. You will also be asked if you want to give your starter a nickname. |
3 | Professor Rowan's assistant will tour you around Sandgem Town and will show you where to heal your Pokemon (Pokemon Center) and where you can buy items (Poke Mart). |
4 | Travel back to Twinleaf Town and talk to your mom. |
After encountering all Pokemon on the Sinnoh Dex, talk to Professor Rowan in his lab. After a brief conversation, Professor Oak will join in and give you the National Dex.
How to Unlock the National Dex
Aside from the National Dex, you'll also be given a Poke Radar by Professor Rowan. The Poke Radar has a lot of uses. This includes letting you chain Pokemon encounters together, hunt for high IV Pokemon, find Pokemon outside of the Sinnoh Dex, and hunt for shiny Pokemon.
After obtaining the National Dex, head to Lucas'/Dawn's house just south of the lab in order to unlock the Swarm Pokemon.
Lucas'/Dawn's sister will then tell you which routes have massive outbreaks so you can catch Pokemon outside of the Sinnoh Dex.
After unlocking the Swarm Pokemon feature, you can view the daily Swarm Pokemon and the route they're found in at the bottom of the Menu Screen. Be sure to check it daily!
List of Swarm Pokemon (Massive Outbreaks)
After unlocking the National Dex, head south to Route 219 then Surf down through the route and the subsequent Routes 220 and 221. Ramanas Park is at the end of Route 221. Here you can catch Legendary Pokemon such as Rayquaza and Mewtwo.
