The Lunar Feather will be left behind by Cresselia after interacting with her.

Steps to Encounter Cresselia
1 Travel to Canalave City and go to the house near the pier.
2 Speak to the child and his mother. Go out and speak to Sailor Eldritch.
3 Travel to Fullmoon Island to get the Lunar Wing.
Speak to Cresselia and it will fly away, leaving the Lunar Wing.
