Icicle Plate can be obtained from a Hiker inside the house found on the left side of Route 217. You first need to get the TM for Rock Climb which can be found near the house. Speak to him after getting the TM and he will give you the Plate.

Grand Underground

Pokemon BDSP Grand Underground Digging

Icicle Plate is obtainable by digging in the Grand Underground. Use your pickaxe first to confirm the item before completely digging it out with your sledgehammer. The chances of getting them is relatively low, so be patient when it comes to digging!
