Reaching Giratina's Room in Turnback Cave is a renewable way to get Reaper Cloths. This might seem like it requires a lot of luck to achieve since the rooms are completely random. However, you may save and soft-reset at every room to make sure that every room you enter is a pillar room.
Reaper Cloth is available for purchase at the Battle Tower for 5 BP.
You need to beat Cynthia and become the champion before getting access to the Battle Tower, where you can earn BP.
