You can obtain a Protector in Route 228. The National Dex and Surf are required to access and navigate and explore the entire area.
Buy at the Battle Tower
Protector is available for purchase at the Battle Tower for 5 BP.
You need to beat Cynthia and become the champion before getting access to the Battle Tower, where you can earn BP.
