You can get an HP Up in Lake Valor on your first visit when it has dried up after Team Galactic's bombing, and right after you beat Byron in Canalave City.

Make sure you grab this item as you can no longer get it after defeating Team Galactic and dealing with Dialga or Palkia at the Spear Pillar when the lake is filled with water again.
