You can get a Razor Claw at the souther part of Route 224. You will need to surf in order to access the area.

Razor Claw is available for purchase at the Battle Tower for 5 BP.
You need to beat Cynthia and become the champion before getting access to the Battle Tower, where you can earn BP.
