You can only steal items from wild Pokémon to keep them, you also have to make sure your Pokémon that's stealing isn't holding any items, when in battle you can only take their item away to prevent use for the duration of the battle, but after the battle you won't have the item

You don’t keep items you take with thief on a battle, it’s not a bug that would be stupid if you could and dumb of you to think it works like that
