Each of the Slates are a nod to a specific game cartridge for GameBoy and Nintendo DS games of the previous generation.
Get Slates at the counter near the entrance of Ramanas Park by exchanging Mysterious Shards for them. You can dig up Mysterious Shards in the Grand Underground after receiving the National Dex.
The order that the slates are unlocked are fixed. At first, only the Discovery Slate will be available, which unlocks the Discovery Room with all 3 Regi's. After catching all 3 Regis, you unlock the Kanto or Johto Room (depending on whether you're playing Brilliant Diamond or Shining Pearl).
After capturing either the 3 Legendary Birds or Dogs of the Kanto or Johto Room, respectively, you'll unlock the rest of the Slates and their respective Rooms, except for the Distortion Slate and Room. Unlock the Distortion Slate and Room by first capturing Giratina in Turnback Cave.

In Ramanas Park, there are a number of rooms with pedestals. Insert the Slate into the pedestal of the corresponding room (room of the same name as the Slate). Placing the right Slate will trigger an encounter with the Legendary Pokemon of that room.
