I heard that the NPCs change location in the underground so you could have talked to the same ones a few times

Be sure it is 32 Different NPCs. There may be lists of all the available NPCs you can talk to somewhere on the internet.

I have now interacted with way more than 32 NPC's and the tower is still just slightly shaking, wtf is going on? Havent unlocked 2 of the areas yet is that it?

You cannot. This guide is spreading false informations. Back in DS version you could interact with other players, here you just can't.

How do you “greet” players? Do you just pop a call emote near them? Do they have to pop one back? And do different zones have different NPC’s? I feel like I’m meeting the same people in different areas… do they count as a new person if you’ve left the underground & go back?
