Your first objective after beating the main story is to head to the Fight Area via the dock in the south of Snowpoint City.
Additionally, in the north of Snowpoint City, Snowpoint Temple becomes accessible after becoming Champion and unlocking the National Dex. Regigigas is located at the lowest basement level of the temple.

Getting the 7th Badge: Walkthrough Part 7
When you slide through the ice with enough momentum, you can destroy the giant snow balls blocking the straight path to Candice. Follow the steps shown in the image above to destroy all the snowballs and clear the way to her platform.

Snowpoint City's Gym Leader is an ice-type user. You can exploit the type's many weaknesses by having a fire, fighting, rock, and steel-type Pokemon in your team. If you don't have one, use TMs to teach your Pokemon a move with these types!
Defeating Gym Leader Candice will reward you with the items below and unlock use of the Rock Climb Hidden Move. Once Rock Climb Hidden Move is unlocked, you can now use it outside of the battle.

An NPC in the northwest of the city is willing to trade her Haunter for a Medicham. Luckily, you can easily find Medicham as a wild encounter in the previous route, Acuity Lakefront.
Catch a Medicham here and trade it for her Haunter, although it won't evolve into Gengar via trade due to it holding an Everstone.
After becoming the champion and getting the National Dex from Professor Oak, head back to Snowpoint City and travel north to get to the Snowpoint Temple. Here you'll find Regigigas in its statue form on the lowest basement floor.
Do note that you can only catch it if you have Regirock, Regice, and Registeel in your party, so be sure to have all three before attempting to catch Regigigas.
