Stone Plate can be found at Mt. Coronet 4F, on the way to Spear Pillar. The Plate can be found at the room above the waterfall, so you need to defeat Volkner first before you can obtain this item as you need to have access to use Waterfall.

Pokemon BDSP Grand Underground Digging

Stone Plate is obtainable by digging in the Grand Underground. Use your pickaxe first to confirm the item before completely digging it out with your sledgehammer. The chances of getting them is relatively low, so be patient when it comes to digging!
