You can earn one, however; Chances are completely random. Just go to the house next to the Pokémon Center in Solaceon Town, that house is a News Press where some guy asks you daily to show him the mon of his interest and maybe if you’re lucky you could get a batch of Luxury balls from him, if not just keep trying as he can gift them to you. Hopefully this helps lol ^^
