Shiny Charm is one of the Key Items found in Pokemon Brilliant Diamond and Shining Pearl (BDSP). See the effects of Shiny Charm as well as how to find and get it.
How to Get Shiny Charm
Complete the National Dex
After catching every Pokemon in the National Dex (excluding Mythicals) the Game Director will give you the Shiny Charm. You can visit the Game Director in the west-most cottage at Hotel Grand Lake just south of Valor Lakefront.

Mythicals aren't necessary to complete the National Dex
At the time of writing, certain Mythical Pokemon such as Celebi, Deoxys, Darkrai, and Arceus are still unobtainable in BDSP. Thankfully they don't count towards the completion of the National Dex.
The same holds true for other Mythical Pokemon such as Mew, Jirachi, or Manaphy. If you missed out on getting these Pokemon, you'll still be able to complete your National Dex.
