A Dusk Stone can be found in Bogsunk Cavern at the Southeastern Zone of the Grand Underground. You can reach this area by going underground in Sunyshore City

Team Galactic HQ in Veilstone City
Dusk Stone is obtainable in Team Galactic's HQ in Veilstone City. You need to get the Storage Key from the Galactic Grunt in front of the headquarters to access the inside of their HQ. Lastly, that grunt will show up only after you beat Candice at the Snowpoint City Gym.

You can find a Dusk Stone at the northern part of the second room in Victory Road National Dex area. You need to use HM Strength to move the boulders and reach the Pokeball containing the Dusk Stone.
