Yes, you can get the egg monitor as soon as you have access to the daycare. Leave 2 pokemon with the lady and leave the daycare. Then reenter and talk to the guy sitting at the table, he will give you the app.
you dont need to have beaten the elite four to get the monitor app, as i have it with only 5 badges
