You can get Allied Forces Seal II's by Dissolving your unwanted Rare Contract Scrolls. Since these scrolls deal with Open World Dungeons, you can dissolve scrolls of dungeons you don't plan to farm and use the extra seals to target-craft the scrolls of dungeons you do want to run.

How to Dissolve Rare Contract Scrolls

Dissolving Guide
1	To Dissolve a Rare Contract Scroll, press the Dissolve button found at the bottom right of the Inventory screen to bring up the Dissolve menu.
2	Then, press the Allied Resistance Forces Contract Scroll II that you want to dissolve to quickly add it to the menu.
3	After confirming the amount of scrolls you want to Dissolve, hit Y and spend Sollant to Dissolve your selected scrolls into seals.
