First, accept a Star-Calling Stone contract from Ilira in the Starlight Observatory Ruins. Next, look for a Star Caller Stone at the one of the yellow areas on your map and interact with it.

Defend the Star Caller Stone from Goblins

Defend the Star Caller Stone

All nearby goblins will begin attacking the Star Caller Stone after activating it. Defeat the goblins and defend the Star Caller Stone.

Get the Stardust Cluster

Star Caller Stone Falling Star

After a few minutes, a falling star will go inside the Star Caller Stone. Once it is inside, press the interact button on the Star Caller Stone to obtain the Stardust Cluster and complete the contract.
