The best staff for PvE content is Queen Bellandir's Hivemind Staff, both for the additional stats and a weapon skill that supports a Burning playstyle!
Given that the Staff thrives when you can cast multiple spells, the exceptional increase in your Wisdom and base Cooldown Speed makes this staff the best in damage. Additionally, the base Critical Hit allows you to reliably get the second cast of Judgement Lightning!
Furthermore, the Burning package of the Staff is currently its best way to deal with consistent DoT (Damage over time), meaning it is often used as filler during your rotations. This means that you will be reliably able to proc its weapon skill, where in conjunction with Flame Condensation, amp up your damage to unprecedented levels!

On the other hand, the best staff to use for PvP content is Talus's Crystalline Staff, specifically due to the high amount of additional Dexterity for Critical consistency, and its self-peeling weapon skill!
Alongside Wisdom, Dexterity is the best stat the Staff scales off of due to the additional Critical and Evasion. Talus's Crystalline Staff, given its Dexterity attribute allocation, allows the player to easily reach 50 Dexterity.
In PvP scenarios, the Staff will often be targeted by Greatsword / Dagger Builds due to their ability to dish out consistently high AoE damage with their spells. Talus's Crystalline Staff's weapon skill, upon getting Stunned, makes the user invulnerable for 1 second, allowing your team to respond when communicated properly!

Queen Bellandir's Hivemind Staff is currently the end-game staff most players will strive to grind as it possesses the highest damage potential of the staves given its stats, range, and affinity to the Burning DoT.
Along with its solid stat increase to Dexterity, the Hivemind Staff enhances burning spells such as Serial Fire Bomb Serial Fire Bomb
by adding a chance to plant an Explosive Insect that deals 500% of your base damage.
Throws fire bombs that deal 170% of Base Damage + 172 damage.

When you do not know which staff to use, Toublek's Shattering Quarterstaff is always a safe option for PvE and PvP content. This is the case because cooldown speed is a crucial stat for the staff to have seamless skill rotations for optimal DPS.
Furthermore, the staff naturally fights at the farthest range possible, meaning its weapon skill that increases the critical hit rate will always be significant. However, this comes at the cost of being limited to ranged sub-weapons such as the Longbow, Crossbow, and Wand.

When you are at the point where you are transitioning into the end-game while keeping PvP in mind, the best staff to use would be the Staff of the Umbramancer as you can get it fairly easily while doing your weeklies.
This staff provides the essential Cooldown Speed, while also giving Strength and Perception, which are key stats for PvP. While it does perform pretty well in PvP, there will be better options for PvE that you can easily obtain.
B Tier

If you prefer using spells that require you to channel a certain amount of time such as Infernal Meteor, Aridus's Gnarled Voidstaff supports that play by providing a flat base damage increase and adding consistency to the status ailment.
However, despite the Aridus's Gnarled Voidstaff having consistent damage output, the fact that it requires the player to be stationary makes it a liability during PvP combat.

The Heroic Scepter of the Resistance has premier Critical Hit Rate, but it does not hold any bearing towards base stats and range.
While it may work on paper with your Lightning spells, you will have trouble setting up breakpoints due to its lack of stat allocation; hence its position in the C tier.

If you ever wanted a staff that is efficient Mana-wise, especially with builds such as the Battleweaver who require aid, the Staff of Lucid Light can be a solid option.
However, this only boon does not overshadow its lacking stats. While it may increase base Wisdom, its poor range, low damage, and slow attack speed leave much to be desired.
