The Longbow / Staff weapon combination is proficient at dealing damage at a distance, able to burst down targets without needing to get close.
Deadly Marker increases the chance to hit the target it inflicts thanks to the Hit ▲ specialization. When used with High Focus, it allows skills to hit reliably.
Flash Arrow with the Flash Wave specialization transforms the skill into a massive AoE wave capable of hitting multiple targets with ease.
The Strafing combo with Zephyr's Nock deals decent damage, and can be used outside of the rotation as a follow up for allies.
Icebound Tomb allows the player to single out targets and unload skills while being buffed by High Focus.
Frost Smokescreen allows the player to create distance from enemies to prevent being overwhelmed.
Nature's Blessing is used for additional regeneration between battles. The Whirlpool specialization increases movement speed, allowing the skill to be used to cover greater distances more quickly.
Serial Fire Bombs, Ice Spear, and Judgement Lightning are safe skills to level up first because they provide significant DPS and are safe to slot into any build.

This build can forgo single-target skills in favor of more AoE abilities, allowing the player to deal more damage to multiple targets.
Giving up Deadly Marker and Icebound Tomb removes the ability to focus on single targets, but a well-placed Arrow Vortex can catch multiple people off guard, allowing teammates to follow up with their skills.
Keep in mind that the skill choices are flexible, and hybrid single-target/AoE builds can work, so feel free to experiment if other skill combinations are preferred.
Devoted Shield and Distorted Sanctuary are passives taken for personal survivability, while the rest of the passives focus on dealing damage.
Flame Condensation and Forbidden Sanctuary are great passives to level first, as they increase damage without requiring any setup.

Two pieces of the Shadow Harvester set are used for the Critical Damage effect, which is essential for dealing damage.
The rest of the armor stacks numerous sources of ranged and magic evasion while trying to reach the stat breakpoints.
By maxing out all the pieces, this build is able to reach the important breakpoint of 70 Perception to increase Hit chance against all targets, to ensure that all skills and abilities land on their intended target.

Phantom Snare is the most important passive to get, as it helps manage cooldowns on all skills. The rest of the points go into the sniping tree, for even more damage.
For the staff, getting the attribute tree will be a priority, as Brutal Destruction increases all magic damage dealt, which increases the build's ability to burst targets faster. The rest are put into the Destroy tree, for more damage.

When you land a Heavy Attack with this skill, it can be immediately used again, and when the second Judgement Lightning strikes the target as a Heavy Attack, reduces the cooldown by 30%.

Start the rotation with High Focus first, as the Victorious Energy specialization will increase all hit chance, while also increasing damage dealt thanks to the Base Damage Boost.
Deadly Marker will increase damage dealt to the target, as well as increase the Hit chance of all damage directed towards that target. With High Focus and Deadly Marker both active, this will ensure that Icebound Tomb will disable the target.
Use the rest of the single-target skills, but most targets will have been eliminated before the Strafing combo finishes. Use Frost Smokescreen to disengage while looking for the next target.
High Focus Increases Cooldown Speed by 30% and Move Speed by 22% for 12s.

Limit Break Resets the cooldown of the recently used skill. This is only available when a resettable skill exists, and it is not affected by Skill cooldown stat and Skill cooldown reduction. Using one of the following skills within 5s since the Cooldown reset, the effect is enhanced once. Decisive Sniping The damage increases proportional to the charging time: 150% of Base Damage to 450% per second for 3s. Flash Wave The damage and continuous healing increase by 20%. Healing Touch After the effect is applied, heals 115% of Base Damage + 125 per Healing Touch stack. Also, the remaining cooldown time of Limit Break decreases by 10s. Purifying Touch Removes every debuff from a target. After the removal, the remaining cooldown time of Limit Break decreases by 10s.

Tornado Creates a 4m radius Tornado that moves to the designated direction. The Gale deals 100% of Base Damage + 15 to enemies in range, and applies Gale for 6s, which causes Collision: Push with a 70% chance to float targets in the air for 2s. You can attack the enemy multiple times while in the area, but the Collision Effect does not stack. The Gale cannot climb steep hills.

Inferno Wave A Fire skill that deals damage equal to 260% of Base Damage + 62 to all enemies within 3m of the target. Attacking a target that you applied Burning to will boost the damage by 3.1% per stack, with a 70% chance to apply Weaken: Burning. If you land a heavy attack on a target that applied Burning to, 2 stacks of Weaken: Burning are applied.

Chain Lightning A lightning skill that deals 320% of Base Damage + 22 damage. Deals 4% increased damage per stack against a target to which you applied Burning. Damage transfers to other enemies within a 5m radius from the target up to 3 times if the target is Wet, or Frosted by you. Damage decreases by 20% every time it transfers, and it will not transfer to a target already affected. Cooldown decreases by 20% if you’re Wet.

This combo can take down multiple targets, as it deals a lot of AoE damage if the rotation is allowed to finish uncontested.
Arrow Vortex can be used to control multiple targets for a short period of time by launching them into the air. This can also be used as an initiation skill, or as a follow-up to a group-wide disable used by allies. However, this is not nearly enough time to complete the entire rotation, so allies with other forms of Disable are needed to continue the rotation to multiple targets.
