Stat Points are earned after leveling up your character. The fastest way to level up is to complete main quests and participate in co-op dungeon raids.

Once you reach a certain threshold in your respective stat, you must now consume 2 stat points to increase the stat by 1. You are then awarded Stat Achievement bonuses for reaching each of increment of 10 past level 30.

You Can Reset Stat Points

Stat Point Reset

If you decide to switch up your gameplay, for example from DPS to Support, you can simply reset your stat and all stat points earned will be returned to you for respeccing. Respeccing is free and can be done multiple times indefinitely.

Misleading, missing information. For completing the expedition contracts to all regions you can still get +1 stat points. (Don't know out of the top of my head how much, but completing some or all reguion explorations gcan give +1 stat points.
