The peddler is usually found at Vienta Village, then makes rounds to other villages after a specific period of time passes.

Players are also constantly pinging his location via chat, so don't be afraid to ask!

According to Throne and Liberty's official site, there are several ways to get more Candy Corn during the event and that includes interacting with Residents.
